To facilitate the smooth organization of the Hajj pilgrimage in 2023, the Ministry of Hajj and Umrah has announced the temporary suspension of Umrah services in Saudi Arabia. As per the announcement, the issuance of Umrah permits will cease after the 15th of Dhul Qadah, which falls on 4 June. After this designated date, individuals who do not possess a permit to undertake Umrah will be required to wait until the issuance of permits resumes following the conclusion of the Hajj season. This measure ensures the proper management and prioritization of resources for the Hajj pilgrimage while accommodating the needs of prospective Umrah pilgrims.

The guidelines mandate the repatriation of vehicles and expatriate residents to their place of origin, unless they possess an entry permit authorized by the competent authority to work in the holy sites. Individuals exempted from this requirement encompass those in possession of a muqeem ID (resident identity card) issued in Makkah, an Umrah permit, or a Hajj permit.
